David B. Troxel, M.D., is Medical Director of The Doctors Company, the nation's largest physician-owned medical malpractice insurance company. He also serves on the Board of Governors of The Doctors Company.
Dr. Troxel practiced pathology for 35 years in Concord, CA where he served as president of the Medical Staff at Mt Diablo Medical Center and as a member of the John Muir-Mt Diablo Health System Board. He is Clinical Professor Emeritus at the University of California, Berkeley where he taught Principles of Human Pathology in the UCB-UCSF Joint Medical Program. He was a Trustee of The American Board of Pathology from 1994-2003 and served as board president in 2002.
Based on his experience as a reviewer of medical malpractice claims, Dr. Troxel has published extensively on pathology risk management issues, particularly those relating to surgical pathology and cytology. He has spoken frequently at national specialty society meetings and university-sponsored educational programs and grand rounds.He has served on the editorial advisory boards of Cancer Cytopathology and the International Journal of Surgical Pathology.
Dr. Troxel received his undergraduate education at Northwestern University in Evanston, IL where he graduated with highest distinction in economics and was elected to Phi Beta Kappa. He graduated from Northwestern University Medical School in 1962 where he was elected to Alpha Omega Alpha. He received his residency training in surgical pathology at the Mayo Clinic and is Board Certified in Anatomic and Clinical Pathology.
Dr. Alan Lembitz

Dr. Alan Lembitz, VP COPIC Patient Safety and Risk Management since 2002, risk management physician consultant since 1999. Graduated UCHSC MD 1984; Family Medicine residency 1984-1987. Graduated Masters in Medical Management Carnegie Mellon University 2001.
COPIC provides professional liability insurance and services to 6000 physicians in CO, 1000 physicians in NE, and nearly 50 hospitals. Primary interests include physician education, communication including disclosure of unanticipated outcomes,physician management, patient safety, coordination of professional risk management activities, and incident and claims review. Author of COPISCOPE since 1999. Responsibilities include oversight of the 3Rs early intervention program and its medical director, oversight of the Practice Quality initiative, oversight of seminar development and CME of over 450 annual seminars in CO and NE, and oversight of COPIC residency training rotation reaching over 160 residents annually.
National speaking engagements and presentations have included National Patient Safety Foundation, National ASHRM meeting, National PIAA annual and section meetings (Legal section, Marketing section, and Claims and Risk sections), CO and American Academy of Family Physicians, National RPA meeting, Hospital Insurance Forum annual meeting and Crittenden Medical Liability Annual conference.
Board Certified, ABFP. Work experience includes mostly community based emergency departments and hospital or large group practice based urgent care facilities. Past experience as Regional Medical Director of Prudential Health Plan.
Married to Theresa Ann Clark, and father of Breanna, 20, Ryan, 16, and AJ and Pearce, twins born 2009.
Dr. Edward Fotsch

Dr. Edward Fotsch has been a pioneer and national leader in healthcare IT for two decades. Dr. Fotsch is a member of several national health information technology (HIT) committees and panels including the HL7 PHR Working Group, the CMS PHR Evaluation Task Force, and the iHealth Alliance.
Dr. Fotsch was the first recipient of the Liability Carrier Annual Patient Safety Award for his work in healthcare IT, speaks frequently at healthcare IT industry conferences and is regularly quoted regarding healthcare technology issues by national press including the New York Times, Chicago Tribune, Associated Press, Reuters and The Wall Street Journal.
Dr. Christine Ct

Dr. Christine Ct, a physiologist and physician by training, has over 24 years experience at Johnson & Johnson and Zeneca Pharmaceuticals, where she held several senior regulatory, clinical and strategic positions including Chief Scientific Officer for J&J's Janssen Pharmaceutica division.
Also during her time at J&J, Dr. Ct was directly involved with the creation of the Health Care Notification Network (HCNN).
Dr. Steven Merahn

Dr. Merahn brings rich experience with the design, adoption and integration of healthcare technologies, especially clinical information systems, decision support and clinical transformation. He has special interests in analytics, interactive design and human factors engineering in healthcare delivery.
After a career in pediatrics and in public health as a policy and program development specialist, Dr. Merahn developed one of the first care coordination programs for children with complex conditions and spent a decade as a senior executive in the medical communications industry, focused on developing services and programs for healthcare professionals and patients. Dr. Merahn then developed novel clinical decision support platforms for primary care physicians at Elsevier Science as the Vice President, Clinical Technology Products, overseeing their online, mobile/wireless, and electronic medical record (EMR) integrated products. He left Elsevier to join De-ID Data Corp, a software company providing HIPAA-compliant protection of patient privacy and analytics in medical records for research and discovery. Subsequently, Dr. Merahn focused on physician adoption of Health IT at Healthlink and IBM Healthcare Business Services in their hospital EMR implementation business and as a Vice President and member of the Operations Leadership Team for the Albert Einstein Healthcare Network in Philadelphia.
Dr. Merahn brings broad experience across healthcare and specific expertise in health IT, medical and regulatory affairs, evidence-based medicine and clinical process improvement.
